Capt David Kabuye, the husband of Rose Kabuye has also been arrested

Kigali-Rwanda: The army on Friday evening said they had arrested another retired army officer, Captain David Kabuye for his alleged involvement in what the government termed as ‘State security offences’.

The RDF spokesperson Brig. Gen. Joseph Nzabamwita confirmed the development, saying Capt. Kabuye’s arrest is part of investigations into a criminal case involving Brig. Gen. (rtd) Frank Rusagara.

The criminal case the army is accusing Brig Rusagara of is yet to be known officially though some sources claim he could be charged with treason.

Family sources told Great Lakes Voice that Kabuye, a businessman and former head of The New Times, a pro- government daily newspaper was  arrested on Wednesday, two days after Rusagara’s was picked up.

David Kabuye who headed New Times, left the office is a controversial manner after the remarks he made in favour of Charles Kabonero who was running a tabloid called Umuseso by then. Until now he was a CEO of silk media.

Many more are likely to be held mainly from the faction who believes in compromise to recycle Kayumba’s camp, the sources who are aware of the situation warn.

“They are both in the hands of criminal investigation,” the army said.  Capt. Kabuye is husband to Rwanda’s former Chief of State Protocol, Retired Lt Colonel Rose Kabuye.

Retired Lt. Colonel Kabuye was reportedly fired from her Chief of State Protocol position by President Paul Kagame. She was replaced by Kalisa Tunga who served in the position for short period.

Rose Kabuye’s sacking was also a result of misunderstanding with Rwanda’s leader Paul Kagame.

The army spokesperson said investigations were still ongoing and that the two men would be produced before the courts any time soon to allow the legal procedure.

Kabuye’s arrest comes days after the arrest of Brig. Gen Frank Rusagara this week for his alleged ‘link’ with members of Rwanda National  Congress, a party founded by President Kagame’s critics including his former head of the army- General Kayumba Nyamwasa.

Army sources told Great Lakes Voice, that Brig Rusagara’s arrest was in connection with his efforts to convince the ruling party ‘med differences’ with members of Rwanda National Congress including General Kayumba Nyamwasa.

The source talked of a group within RPF and made of the party ‘historical’ who argue General Kayumba Nyamwasa does not deserve mistreatment based on his past achievements especially his crucial role in the liberation struggle that stopped the 1994 Genocide against Tutsi.

This group, according to sources is pushing so much that President Paul Kagame pardons  Kayumba and his colleagues and return to the party. A highly placed source told greatlakesvoice.com that Brig. Rusagara who holds PhD in history was the man in charge of spearheading this campaign.
