Rwanda’s ambassador to Belgium Olivier Nduhungirehe admits that Rwanda is a dictatorship where critics of the president Paul Kagame are not allowed to return to Rwanda. This is in response to a political opponent Nahimana Thomas announcing that he will return from Europe to Rwanda to pursue his political ambitions.
