Kagame’s twisted thinking about aid in food

There are things I don’t really understand about African leaders-especially my country President Paul Kagame.

He complains about aid donors who give aid in food instead of money IN CASH after he complains that some Rwandans are suffering from mal nutrition!

He thinks giving money in cash as financial aid is good than giving financial aid in goods and food. But what is the problem if people are given food they need not the cash they don’t need?

Rwandans any one has an idea why president Kagame has criticised this method of giving out aid to people in need?
