NEC is an arm of Kagame’s ruling party. Kagame handpicked all its members. Kagame’s rubber stamp ” Parliament” only confirmed the his choice. That’s how Kagame’s dictatorship works. Does NEC’s partiality – acting as Kagame’s agents -surprize anybody? Not me.

Had NEC been a professional government administrative unit, NEC would have made public the reasons some candidates did not appear on what they call provisional list.

NEC, as an administrative body is under legal obligation to provide, to the general public and each candidate, a detailed explanation of why any candidate was excluded.

By the way, Kagame is ineligible for that office because he has never renounced his Ugandan Citizenship. If NEC says that Kagame is not Ugandan, NEC should explained how Kagame acquired a Ugandan passport he used to travel to different countries like Cuba and the US as a Ugandan Military officer. How did Kagame become a senior military officer in Uganda if he was not Ugandan?
