Renegade Ugandan General David Ssejusa
Last week, the Rules, Privileges and Discipline committee of parliament tabled its findings before parliament last week after finding renegade General Sejusa guilty of absconding from parliament for 15 sittings without authorization from the speaker’s office.
General Sejusa was one of the ten UPDF representatives in parliament.
Rebecca Kadaga, the speaker of parliament had tasked the Rules, Privileges and Discipline committee to investigate the conduct of General Sejusa who had been absent from parliament since April.
Parliament adopted a report by the same committee indicating that General Sejusa is deemed to have vacated his seat as a member of parliament under article 83 (1) (d) of the Constitution.
The former coordinator of Intelligence services fled into exile early this year after authoring a letter calling for investigations into a plot to bump off senior army officers and politicians opposed to a plan by President Yoweri Museveni to groom his son Brigadier Kainerugaba Muhoozi to succeed him when he retires.
Last week, the committee handed over its report despite the fact that it was not signed by four of key members.
They are General Charles Angina, General Jim Muhwezi, Joseph Lokii, Sam Lyomoki and Kaddu Mukasa. According to Odoi, General Charles Angina didn’t sign the Ssejusa report because he appeared before the committee in his capacity as Deputy Chief of Defense Forces, where he represented the army as a witness.
He explains that from the time Angina appeared before the Committee, he was excluded from its sittings investigating General Sejusa.
On the other hand, Fox Odoi says General Jim Muhwezi didn’t sign the report because he was not available when the report was completed. He however, says Muhwezi was part and partial of some of the committee proceedings that investigating Sejusa’s conduct.
Odoi says Lokii also excused himself saying he was hosting the president in his area to inaugurate a road project. He says MP Ssozi Kaddu Mukasa never attended any proceedings of the Rules, Privileges and Discipline Committee adding that he couldn’t account for his absence and failure to sign the report.
