The Kagame minister Olivier Nduhungirehe said that his boss will lift the travel advisory issued in February 2019 ”as soon as Uganda shows goodwill.”
“The implementation of the MoU will rely mostly on the good faith of Uganda. The release of all Rwandan citizens illegally detained in Uganda will be an important sign of their goodwill.”
There you have it. With that kind of attitude, the MOU is as good as dead. Goodwill is a two-way thing. Goodwill is required from the Kagame regime — especially, which closed an international border.
You don’t get a sense that the regime understands the situation it is in with that kind of language from the honourable.
