Assessment of Major General Sabiiti Muzeyi’s Performance and Deputy IGP. Major General Sabiiti Muzeyi was appointed as Uganda Police Force as Deputy IGP in 2018, this position was previously held by the current IGP Ochola.

Before his appointment Maj. General Sabiiti Muzeyi had served as deputy commandant of the Special Forces Command (SFC) then under Lt. GEN. Muhoozi, he was later appointed the commandant Military Police.

Maj Gen. Sabiiti holds a first-class degree in biochemistry from Makerere University, he is known for his attention to detailed reporting from his juniors, very strict with policy and rules.

His appointment came at a time Uganda Police was performing so poorly, it’s must have been difficult for him at the beginning since many police officers had been recruited in senior positions by the former Gen Kale Kayihura who is well know to manipulate officers at any rank.

There was pressure performing his duties as many expected a lot from the young educated general in such a short time. Indeed the beginning was very hard for the General.

Today we start to see results in the police force in terms of crime management and case management, we are starting to see police investigate big cases without the fear of corruption.

Uganda Police may still be making operational errors but these are not as common as they used to be, we see more police officers being held accountable for their actions against Ugandans and this should continue.

Gen. Sabiiti is slowly but surely trying to bring back the respect a police force should have, with the recent prosecution of officers suspected to have tortured MP. ZAAKE and other cases this is a good way forward.

Definitely Sabiiti is not doing this alone, he is part of a team in police that is looking at changing the image of police, public trust is a result of good policing, public trust leads to more intelligence from the people.

Police cannot rely on intelligence from criminals it’s sometimes conflicted, police must always be trusted by the people, police officers can’t be friends of criminals if this happens then our forces will be compromised like it was during the Kayihura regime.

GEN. Sabiiti in my opinion has delivered, if given more time he can turn around the police force. We may soon see police officers in the CID giving us more results.

We need to build capacity that can see us have more criminals behind bars, let’s have a database of criminals, let every police station have a computer connected to a central system so we can have effective tracking of these thugs. Let us take DNA from every suspected person, let take pictures of every suspect having these in the data base will help our camera personnel easily match criminals with crimes.

Gen. Sabiiti is a scientist by training, please get us to a level of using science to arrest crime in Uganda, a safe country is the beginning of economic success, no investor wants to go to a country where Sobi is protected, no Investor wants to go to a country where Criminals are given first class treatment.

Police still has a challenge of political influence, this is at all levels, the other day I heard a presidential candidate being denied the opportunity to appeal on a radio by a DPC for very funny reasons, this may appear small but is very big for the image of Police, police should be none partisan and it should be seen that way by everyone including the blind.
