Why is Belgium taking Paul Rusesabagina’s matter lightly, is it because he is a black citizen?

Rwanda is illegally holding a Belgian National kidnapped during his visit to the Middle East by highly trained Kagame Kidnappers.

Kagame played this Kidnapping Game in Kenya, Tanzania and Uganda until he was confronted by the East African Countries with strict warnings.

Belgium is one of those countries that take good care of it’s citizens but why is it looking the other way again. Is it because Belgium has not had a government for two years now? Or the current temporary leadership doesn’t have the power to negotiate unconditional release of its citizen, what is EU doing since he is a citizen of the EU?

The assumption is that Belgium is handling diplomatically, hoping Rwanda will release him alive, Kagame is a killer by blood the next bulletin will Be that he committed suicide in a police cell.

Just last year a Belgian resident Ben Rutabana was kidnapped in Congo and killed in Rwanda, Rwanda cleared of some propagandist to claim Ben was locked up in Uganda, until an army officer that escaped from Rwanda confessed to witnessing the assassination of Ben.

The current case is of a Rwandan hero those who watched Hotel Rwanda the real guy who saved so many people from being killed, he later fell out with Kagame like all other people do In Kigali and escaped to Belgium where he gained international protection and eventually nationality as per Belgian laws this therefore means he gave up Rwandan citizenship and became Belgian.

Rwanda followed him up to Belgian using its unprofessional embassy making allegations that he was sponsoring rebels in Rwanda, he later changed residence to the US for his safety not knowing that Rwanda would still track his movements until he was kidnapped in Dubai smuggled out of Dubai to Rwanda and now facing a kangaroo court.

Kagame claims they arrested him with international cooperation which Dubai denies knowledge of, there is no paperwork to prove his extradition and Belgium was never consulted since he is a citizen of Belgium.

Why is Belgium taking the matter lightly, is it because he is a black citizen of this country or there is diplomatic work going on, there is no word by the Belgian Prime Minister or her foreign affairs minister and no statement has been made to parliament about this high profile case which is likely to result into execution of a Belgian Citizen.

Does Rwanda have the legal authority to kidnap/arrest and person who is not Rwandan, a person holding a European citizenship and transfer that person to their country? (If their argument is that they arrested him can they arrest a person who is not their citizen and not on their territory without the permission of the host country and parent country?)
