RWANDA: Amb. Frank Mugambage Lands into Trouble. Outgoing Rwandan ambassador to Uganda Rtd Maj Gen Frank Mugambage has landed into trouble with his bosses in Kigali, this website has learnt.
According to a source, Gen Mugambage who has been the head of the diplomatic corps in Uganda after 11 years of diplomatic representation could soon find himself in jail if this information is to go by.
It is indicated that Gen Mugambage earlier this year wrote to President Kagame expressing desire to retire from official government duties such that he could enjoy a private life in retirement.
Sources at the Rwandan High Commission in Kampala told this website that Gen Mugambage wanted to retire from his new home in Jinja district Eastern Uganda where he recently constructed a retirement house.
Mugambage also has his relatives and family members staying in Jinja district where he wished to join them and enjoy his sweat quietly.
He also owns several farm lands in different parts of Uganda which he hoped to take care of for the remaining part of his life.
However, it is indicated that after the appointing authority in Kigali landed on this information that the former Rwandan bush war comrade intended to relocate to Jinja-Uganda, he summoned him to Kigali for consultation.
“We don’t know if he will come back to Uganda, he wanted to first go to Kigali and the come back and settle in Jinja with his relatives”. Said source.
It is further reported that the appointing authority had several complaints against Mugambage for failing to fulfill some of the special assignments he was supposed to accomplish while in Kampala which he did not.
Some of the issues raised against Mugambage are failing to dismantle or destroy some Rwandan refugees and Ugandans of Rwandese origin which Kigali sees as thorn in its fresh.
“Afande was not happy with Mugambage for failing to at least kidnap or find way on to silence his critics living in here. One of them is members of Self-worth initiative organization”.
It is reported that after Gen Mugambage failed to deliver, all classified operations mostly targeting Rwandan refugees, dissidents and Ugandans of Rwandese origin critical of Rwanda government, were channeled to defense attaché’ Col James Burabyo and Ismael Baguma the police attaché’’
“Mugambage was simply ceremonial, he knew nothing about any operations of Col Burabyo and Baguma, he was even shocked when he learnt that the two were looking for buyers to buy his official car without his (Mugambage) knowledge”.
He added that” Mugambage cannot make it back to Uganda where he expected to retire later on, maybe he escapes like former colleagues who survived arrest and made their way out of Rwanda”.
Mugambage has since been replaced by Col Joseph Rutabana who has been Rwanda’s ambassador to Israel.
Col Rutabana is a longtime friend Col Burabyo James and were all groomed under Rwanda’s dreaded Directorate of military Intelligence (DMI) now Defense intelligence.
