A network of Rwandan spies and their Congolese accomplices dismantled by the Security Services in Kinshasa

A case of espionage of the Rwandan services operating in Kinshasa detected and dismantled by the security services which made a nice sweep in Kinshasa, capital of the Democratic Republic of Congo for a few months. Their identities were officially revealed by the Deputy Minister of the Interior assisted by the Spokespersons of the Army and the Police during a briefing broadcast on December 27, 2022 on the antennas of National Television.

Indeed, two (02) Rwandan spies, one of whom is an element of the Rwandan Defense Force (RDF) acting under the cover of a development NGO called “African Health Development Organization” (AHDO) fell into the net of the services Congolese security guards with two of their accomplices.
These spies had not only infiltrated a few FARDC officers but also high-profile political figures as well as economic operators and members of civil society.

The encrypted telephone of the Rwandan soldier, after exploitation by the investigators, revealed that the latter had access to the various strategic sites of the capital and this, in complicity with certain general and senior officers of the FARDC.

Other spies are sought especially since the aforementioned NGO had opened branches in the province of Kwango, Kwilu, Kasai, North Kivu and South Kivu. They will eventually be caught.

The acquisition, by these spies, of an important land heritage in the perimeter of the international airport of N’djili and the military base of Kibomango gave a glimpse of the preparation of a Machiavellian plan similar to the one that was the basis for the assassination of Juvénal Habyarimana and his Burundian counterpart.

Investigations are continuing on the basis of leads and evidence provided by those who are apprehended.

The Security Services of the Democratic Republic of Congo reassure the population that they are hard at work to dismantle this network of criminals and put all accomplices, both civilian and military, out of action.

Who are they ?

According to the presentation made by the FARDC Spokesperson, General Sylvain Ekenge, these are respectively:

  1. Mr. NSHIMIYIMANA BISERUKA Juvénal (Born in 1964, Rwandan and Married). Espionage, Breach of Trust, Incitement of the military and Corruption are the grievances brought against him.
  2. Mr. MUROKORE MUSHABE Moses (33 years old, Rwandan). Photos taken from his computer show him in RDF military uniforms with his colleagues. Espionage is the grievance against him.
  3. Mr. NGANJI NSENGIYUMWA Remy alias Djuma (42 years old, presumed Congolese). He manipulates several nationalities including that of the DRC on the pretext that he is from the Hunde tribe while he does not speak his mother tongue even less Swahili except Kinyarwanda. He says he was born in Goma while the CV seized in his belongings indicates that he was born in Uvira while he has a Burundian refugee card in Uganda. He is accused of espionage.
  4. Colonel MUGISHA RUYUMBU Santos (42 years old, Congolese soldier). Treason and Violation of instructions are the grievances alleged against him.

Conclusion

There is reason to conclude that Rwandan spies operating in the Democratic Republic of Congo, including irregularly, using illegal methods and working with Congolese accomplices were apprehended in Kinshasa by the Congolese security services who are continuing their investigations with a view to to draw the necessary consequences.

At this stage, the Government has insisted on fulfilling its obligation of accountability to keep the people informed about this espionage based on Rwandan infiltration within the Congolese state apparatus.

He wishes to reassure the Congolese people that all the security services remain on high alert in order to continue, relentlessly, the work of dismantling all these networks of Rwandan criminals who are visibly working to make the DRC insecure and destabilize its democratic institutions.

The Vice-Minister of the Interior reiterated the call for VIGILANCE and DEFENSE OF THE HOMELAND launched to the Congolese by the President of the Republic, Head of State, Félix-Antoine TSHISEKEDI TSHILOMBO to support the ongoing efforts of the Security forces in this period of aggression of our country by Rwanda under the cap of the M23.
