Burundi: After Burundi concessions, will Rwanda stop destabilizing Burundi?

Not sure what to think of this. #Burundi won their argument against a “humanitarian” AU invasion backed by the West, so our humanitarian warriors may be trying to save face by proving they can do something to stop the low intensity conflict.

However, it also looks like Nkurunziza is making real concessions by agreeing to free prisoners and lift arrest warrants. Will those destabilizing Burundi with violence make concessions? Will the rebel armies that declared war on Burundi agree to disband? Will Rwanda stop conscripting refugees to create these rebel armies?

Will the UNSC ask Rwanda to stop, as they should, since the conscription violates international law that makes it a crime to militarize a refugee camp and violate another nation’s sovereignty?

The more disturbing possibility would be that this is accommodation similar to that President Habyarimana was pressured into when he agreed to negotiate with Kagame’s rebel army at Arusha in 1993, which led to his assassination and the Rwandan massacres of 1994. Thoughts?
