Prime Minister,
Ministers,
Members of Parliament,
Canadian citizens of Rwandan origin are preoccupied and worry about their security with the planned arrival of the dictator Paul Kagame from Rwanda on Canadian soil.
In fact, Rwanda is actually governed by an unprecedented dictatorship, antidemocratic, that does not allow political space to the opposition, oppresses the population, and does not respect human rights nor right to expression.
To be able to rule all his life, Paul Kagame has usurped the people’s power by giving himself a third term, after having changed the constitution in December 2015.
This change of constitution was followed by a staging the elections by which Kagame was the only true candidate. He won the elections, should winning be the right word, by 98.8%!
The only valid candidate to want to run for presidential elections against Kagame, Diane Shima Rwigara, whose father was assassinated in 2015 by the regime in Kigali was eliminated from the candidates’ list for reasons not clarified by the National Elections Commission.
On August 29th, 2017 Diane Shima Rwigara and her family members with her were arrested by Kagame’s police and we do not know where they are, or if they are still alive.
This is exactly the same scenario as what happened during 2010 presidential elections when the opponent Victoire Ingabire Umuhoza who wanted to run for president against Kagame was arrested and imprisoned. She is still rotting in prison as we speak.
Sir, Madame, the fear of Canadians of Rwandan origin is even more justified because in a ceremony called Rwanda day that was celebrated in Montreal in 2015, one of Kagame’s ministers, Kaboneka Francis declared, on Canadian soil, that all opponents to the regime in Kigali need to be shot.
Immediately after the farce of elections in Rwanda, Kagame appointed a certain colonel Nyarukundi Vincent, whose military past is far from being glorious for the Rwandan and Congolese people, as the military attaché in Canada and the United States of America. We do not have details on his mission, but we cannot avoid putting two and two together and think he might have been appointed to implement Kaboneka’s declarations, that is, get rid of opponents in Canada and the USA.
The death by strangulation of colonel Patrick Karegeya and assassination tempts against General Kayumba Nyamwasa in South Africa are still so fresh in our minds.
For all these reasons, we firmly believe that Paul Kagame is not worthy of respect from leaders of democratic countries, and are praying the Government of Canada, to deny him entry on Canadian territory, or to arrest him with his travel party if they dare land on Canadian soil, so that they can be brought before competent courts and answer of their crimes.
We thank you.
