I doubt this piece is proper representation of the issues at hand. What would be the legal significance of such a document the family has to sign? It does not make sense. The gov of Burundi would be looking for the death certificate and, probably, the postmortem report for gov to release the body if their laws permit letting the body to be taken out of the country given his immigration status in Burundi.
Ordinarily, where a person of Bihozagara cause of death is contentious , as it is in this case, the family is represented by a doctor on the group of gov surgeons/doctors that do the postmortem. There is no requirement that the deceased person’s family signs any doc as the piece says.
The author of the piece lied to his/her audience. Bihozagara fled Rwanda. He has not been operating between Rwanda and Burundi. This kind of lie makes me feel that the author is up to something different from providing right information to the public.
The content of the piece does not make sense beyond the infantile world. The author must have been dreaming. There is nothing like such a document at law. Which purpose would it serve? I guess the author thought he was writing for 2nd Graders; it’s childish Kigali propaganda
