This point is not the subject of this article but the exponentially growing indebtedness and the investment choices of the Rwandan government are facts that belies this propaganda. The second is to say that he made the country safe! Safe for whom? Certainly for the West because this is not the case for the Rwandans. As an example since January 01, 2020 24 [2] people were executed by the Rwandan police or one of the many other bodies responsible for ensuring security in Rwanda.As a result, when one of the RDF’s high-ranking officials admits this state of insecurity, it is a rare fact that can only be underlined.
Major-General Ruvusha, head of the Rwandan army for the southern province, made these remarks during a trip to Muhanga (formerly Gitarama) on September 2, 2020. He was part of the team that accompanied the minister of local government Prof. Shyaka Anastase who was talking to the local population. Of course, these words were not intended to admit the growing insecurity in Rwanda. A country now subject to a curfew from 7 p.m. on the pretext of fighting the spread of covid-19 and a country in which travel between the capital Kigali and the other provinces is limited, in short an open-air prison. These remarks aimed to increase the state of permanent fear in which the RPF dictatorship maintains the population to establish its regime as long as possible.
It is in this context that for Major-General Ruvusha the absence of bullets does not mean security : ” In these sectors and cells where you live even if there is no insecurity, I would say to you. that insecurity is not the absence of bullets. Even if you do not hear them or if there is no explosion of grenades, the night when you sleep at night or when you leave the office and go home, do not feel safe, it is not the case. He said to the people.
Speaking to local authorities, he asked them to assume that the safety of the people is not guaranteed: “When you are a leader, you should always feel that the safety of your people is not 100%. The recent example is what happened to Nyaruguru and Nyamagabe [areas allegedly in the grip of clashes between the Rwandan army and a rebel group] in this province [these areas are located in the same province as Muhanga: the southern province ). For Major-General Ruvusha, the army is not responsible for the security of the population: “ I ask you to feel responsible for security, it is your responsibility even if it is said that it is. is ours . We are your supports, we come to help you and if necessary we bring other means or capacities that you do not have ”.
