What happens when Paul Kagame the businessman fails to complete projects financed by Paul Kagame the President of Rwanda?

General Paul Kagame wears several hats. He is of course President of the Republic of Rwanda. He is also the Chairman of RPF, and therefore the boss of RPF conglomerate, Crystal Ventures. What happens when these roles collide?

Let us look at a particular case.

 

Crystal Ventures subsidiary, Real Constructors Ltd won a tender to build Huye Stadium in the Southern Province. Real Contractors Ltd brought its sister company, NPD-COTRACO, to handle the football pitch. Rwfr4billion and Rwfr750 million are said to be costs of the stadium and the pitch respectively.

 

The Huye Stadium was to be completed by May 2013. We are now in June 2014, and Stadium in not ready!

 

So now General Kagame the President, please ask Kagame the businessman when Rwandan taxpayers can expect their stadium.
