The author of French piece claims that Henry Gaperi stole a lot of money from Togo (FULL STORY IN FRENCH). It appears Kagame introduced Henry Gaperi to the president of Togo. Which is why, according to the Togolese French article, the President of Togo approached Kagame when he discovered Henry Gaperi was up to something fishy. Kagame allegedly asked the president of Togo not to pull the hammer on Henry Gaperi but instead deal with the issue diplomatically!
If the government of Togo had hired Henry Gaperi as an individual who happened to be Rwandan, why did the president of Togo have to discuss Henry Gaperi’s employment related problems with Kagame? Why would Kagame seek to have Henry Gaperi’s employment issues settled diplomatically?
If it’s true that so much money disappeared from Togo’s national tax collection institution which Henry Gaperi led and it is true that Henry Gaperi was responsible for stealing that money and Kagame was so involved in the ” deal”, is it true that Kagame planted Henry Gaperi in Togo to loot Togo?
At the time Henry Gaperi left Rwanda, I thought he had fallen out with Kagame.
But, the fact that Kagame let Henry Gaperi work for IMF in Tanzania is inconsistent with what Kagame does to fight anybody who fled his junta and tries to work for international organizations
And, it’s incomprehensible that Kagame would allow a person who had fled his junta to work for the government of Togo yet Kagame is a friend to the President of Togo
Was Henry Gaperi on Kagame’s mission in Togo as the French piece suggests?
Wasn’t Kagame sweet talking Tanzania to hire Dr. Donald Kaberuka for a high profile job ? Why didn’t President Magufuli hire Dr. Donald Kaberuka, Kagame’s buddy?
