In Nov 2019, Rwandan Gen. James Kabarebe (advisor to president Kagame) mobilized a select group of survivors of genocide (Tutsis) youth to prepare sacrificing themselves & violently confront Rwandan youth in exile (Hutus) as well as individuals (regardless of ethnicity) in the country who stubbornly refuse to submit after their imprisonments. In this hate speech, he said they were preparing for other genocides.
Kabarebe and his subordinates were some of the people involved in the torture of Kizito Mihigo. 3 months later, Kizito was assassinated in police custody. For this state sponsored murder, they didn’t need these Tutsi youths. Government agents were sufficient.
FYI – Kabarebe is wanted for war crimes, genocidal crimes he committed in Rwanda and Congo. Many of those horrific crimes are documented in the UN Mapping Exercise Report for Congo releases on Oct. 1, 2010. Me and brother Kambale Musavuli refer to him as a member of “criminals without borders”. He carries full blown genocide ideology. But eventually, he will be arrested and serve the time for his crimes against Rwandans and Congolese.
