This gentleman was head of Finance and Administration in the President’s Office. Before this, he worked for the Development Bank of Rwanda (BRD).

All individuals who headed BRD are now either dead or in exile. Rwandans be on the watchout. If they pick you to head BRD, run for the nearest tall grass! That place is haunted.

Mupende was thoroughly beaten by Paul Kagame himself in 2008 until he, Paul Kagame, run out of energy and asked soldiers to take over from where he had stopped.

The accusation was that he and another officer had procured curtains for the President’s Office from a wrong place. They were beaten for a full hour.
When Mupende attempted to stand up as directed by Paul Kagame, he fell down. The other military officer ( I forget his name) was able to stand.

A senior civilian who was present got scared and got hold of his phone to call one of the presidential cars to take the gentlemen to the hospital. Paul Kagame, Who was wielding a Kiboko, stuck it into this senior civilian’s cheek and threatened to beat him up also.

An American Journalist questioned Paul Kagame about this incident which he didn’t deny but downplayed.

The Global Elite’s Favorite Strongman

In 2009, Mupende was charged in the military court martial and sentenced to 5 years in prison. When he appealed to a higher military court, defence did not bother to turn up but his punishment was doubled to 9 years 9months and 30 days. Just one day short of 10 years, which would have kicked in a legal previlege for Mupende to go to the Supreme court.

In 2015, Mupende received a Presidential Pardon and was released to go home. However the pardon came with dismissal from the army and stipped of all ranks. He began a transition into civilian life.

Then he planned a trip to Uganda but was arrested by the immigration. He was then driven to Military Intelligence offices (G2) at the Ministry of Defence where he explained himself to Col Franco Rutagengwa when asked why he was leaving the country without permission, to which Mupende responded he had no where to ask for permission. He was no longer in the army, he had neither government or private business superior to report to except his wife.

Col. Franco Rutagengwa then got confused until Gen Musemakweli arrived and said Mupende had been intercepted at the border running to join Kayumba.

Gen Musemakweli ordered that Mupende be taken Kwa Gakinya, another human butcher house, where he stayed as the state attempted to figure out how they will imprison someone who had been pardoned by the President.

The Minister of Justice Busingye was tasked to find a way of revoking the Presidential Pardon, which Busingye found in some bureaucratic loophole that Mupende had allegedly ignored for the pardon to take effect.

He was then now officially tasked to complete his original term. This ended either last year ( I am not sure when he completed his term but it’s almost a year back.

Mupende was not released when his sentence ended, because he had beaten the all death tricks. He was already aware that he was going to be killed and as it normally happens, he was moved from Mulindi to Kanombe military detention which is more relaxed meaning foul Play is easy through poisoning.

Mupende refused to eat any food at Kanombe and instead got a young man ( possibly a fellow prisoner), who used to cook for him and eat with him the same food.

He never requested to be released when his term ended because he knew he was more vulnerable out of prison.

Mupende was released on two occasions late in the evening and he refused to go home well knowing he would be walking into a death trap.

Finally, he was put into isolation from where he died.

Meanwhile, they told his wife to leave him and she stopped visiting. Only his children would come over the weekend and he would do home work with them, share food with themIn short, they were aiming at breaking his spirit but Mupende refused to let his spirit get touched.
He has died as strong as he was born and raised.
