To revive education in Rwanda, a World Bank loan of US$200 million is building 14,680 latrines and 11,000 classrooms. Education is in shambles, which explains why Rwanda has one of the worst human capital index (HCI) in the world.
Rwanda’s Human Capital Index Rank is 142 out of 157 countries. As the World Bank explains, “Rwanda’s HCI is lower than the average for its region” and “lower than the average for its income group.” Rwanda’s HCI is the worst in East Africa – even worse than Burundi’s, a country in conflict.
Burundi’s Human Capital Index rank is 138 versus Rwanda’s at 142. Paul Kagame’s Rwanda that aimed to become middle-income by 2020 but is using foreign aid to build latrines is not only embarrassing, but tragic.
