Major Emmanuel Nkubana, a Belgian citizen, has disappeared in Uganda!

GLHL questions the disappearance of Maj Nkubana

The Great Lakes Human Rights Link is seriously concerned over the disappearance of Major Emmanuel Nkubana aka Manuel Kadogo who was abducted by the Ugandan authorities and then handed over to the Rwandan authorities between the date of 28.09.2016-1.10.2016.  Since then the Rwandan authorities have not indicated any charges against him.

It’s understood that Rwanda and Uganda have a treaty to exchange suspects as well as criminals and so we would like to know what Major Nkubana is suspected of as a Belgian citizen.

Whereas it’s in the powers of the State to Prosecute those suspected of an offence, the State has no powers whatsoever to persecute innocent persons and hold them in places unknown or illegally sanctioned without the knowledge of the family of the victim or any close relations.

Accordingly we urge the Rwandan government that Major Nkubana is brought to the courts of law if he has any case to answer. We are also submitting our investigations to our Human Rights Partners all over the world to urge the Rwandan government to come out and explain the whereabouts of Major Nkubana.  The Rwanda government has a long record of using enforced disappearances, oppressive laws, and long prison terms to silence its critics.
