Mr. Joel Aguma was behind kidnappings of Lt. Joel Mutabazi and his brother, this is the man who was behind killings and disappearance of hundreds of Rwandan refugees in Uganda.
Why is this man not prosecuted? Where are rights activists in Uganda? Why is UNHCR silent with refugees predictor? Its very sad to see General Kale Kayihura of all people shielding criminals serving foreign interests.
