Trust Kagame and Museveni to take diplomacy to a higher level. In their respective states of Rwanda and Uganda, Patrick Karegeya who was a citizen of both, can’t be buried there.
He is persona non grata even in death.
In diplomacy, the term persona non grata which literally means “an unwelcome person”, normally refers to an undesired foreigner. Persona non grata s in other words an instrument for getting rid of unwanted foreign persons.
So how does a dead citizen become persona non grata?
Authoritarian regimes can be creative one must admit. Witness for example how the North Korean dictator Kim Jong-Un got rid of the body of his executed uncle.
Kim Jong-Un simply fed his uncle to the dogs
Turns out Kagame and Museveni are mere amateurs in cruelty!
