In diplomacy, the term persona non grata which literally means “an unwelcome person”, normally refers to an undesired foreigner. Persona non grata s in other words an instrument for getting rid of unwanted foreign persons.
So how does a dead citizen become persona non grata?
Authoritarian regimes can be creative one must admit. Witness for example how the North Korean dictator Kim Jong-Un got rid of the body of his executed uncle.
