Rwanda: Ferwafa Secretary General Mulindahabi under police custody.

Rwanda National Police has put the Rwanda Football Federation (Ferwafa) secretary general Olivier Mulindahabi under custody for investigation since Tuesday morning.

Police spokesman Celestin Twahirwa confirmed the arrest to supersport.com and said the reason for his arrest cannot be revealed since investigations are still ongoing.

“I can confirm that the Ferwafa Secretary General Mulindahabi is being investigated under police custody. The details of the charges and what has been identified so far cannot be revealed. They have to be kept secret before the file is compiled but we have started the investigation procedures,” explained Twahirwa.

Sources told supersport.com that Mulindahabi’s arrest isrelated tothe construction of the four-star FERWAFA hotel that is part of the Fifa Goal Project development programme.

The 120-room hotel worth Rwf4b (approximately $2.9m) project was awarded to Expert Company Ltd, a Rwandan company without going through the proper procurement process of advertising a tender.

Sources confirmed that Expert Company Managing Director Protais Sebatabazi was arrested on December 22, 2015 as Police waited for Chan 2016 to come to an end before starting investigations involving Mulindahabi.

The hotel that was to be constructed in three phases was expected to contain a mini-football playground, basketball, tennis and volleyball courts as well as a swimming pool.

This project was set to cut down on the accommodation costs incurred by the Ministry of Sports and Culture (Minispoc) on Rwanda national teams as well as visiting national teams and it would also be open to the public as a means of income.
