Rwanda Hands Over Body Of Ugandan Who Was Shot And Killed By Rwandan Security

Officials from Uganda have Wednesday officially received the body of a Ugandan national who was recently shot and killed by Rwandan security.
The deceased identified as Ndagijimana Theogene, 25, was shot from Rwanda on January 19 in the night.

Ndagijimana, a son to Ngarambe David who is a resident of Kabingo village, Kyahasi parish, Murorore subcounty in Kisoro district was shot dead together with his two Rwandan cousins by Rwandan security.

The incident occured at Mutambi village, Kabaya parish, Burera district about 3 km from Gahenero trading centre at the borderline inside Rwanda.
According to reports, Ndagijimana was accompanying his cousins who had paid him a visit back to Rwanda at the time the when the killing was executed.

His body was received on Wednesday, according to a statement by Police in Kigezi. The hand-over took place at 12noon at Chanika border in a no man’s land.

It was received by a delegation of Kisoro district officials led by Retired Capt Mugisha Peter the Kisoro RDC. The Rwandan delegation was led by Uwanyirigira Marie Chantal, the mayor of Burera district.

“The body has been taken to Chahafi Health Centre 4 for another post mortem after which it will be buried at their ancestral home at Kabingo village Chahafi parish Murora sub county,” Elly Matte, the spokesperson for Police in Kigezi said.

Nsaba Buturo, the MP for Bufumbira East also was in attendance. This is not the first incident in which Rwandan security has shot and killed Ugandans since relations between the two neighboring countries soured.

At the beginning of November last year, Rwandan security personnel shot dead Ugandans Byarushanga Job and Tuhirirwe Bosco on suspicion of smuggling tobacco. Alex Nyesiga was also shot dead in May the same year.

This website understands that several killings continue to be done by Rwanda’s security personnel at the border points of Ugandan districts of Kisoro and Rukiga killing and injuring a number of Ugandans.

Unfortunately, many of these cases do not get to the press. Some of the residents who talked to this news website on condition of anonymity said they are living in fear.

“We don’t understand why the media is silent about developments here. There is no visible borderline here and many of our people fear to go to their gardens in fear of being killed like others shot dead before by Rwandan soldiers,” says a resident in Rukiga district.

He says food especially bananas is rotting in gardens yet people are starving out of fear that the Rwandan Army will shoot at them as they harvest food.
“Many Ugandans are arrested and illegally detained in Rwanda but Uganda instead plays along Rwanda’s known deception. This is my home. This is how we have always lived.

But now, you can be shot at by Rwandans for the crime of harvesting irish potatoes from your garden,” said one of the Ugandans who has lived at the shared porous border all his life.

In February last year, Rwanda blocked several Ugandan cargo trucks from crossing to Rwanda citing construction works. Other crossing points Cyanika and Kagitumba where Ugandan trucks were redirected, were also found blocked.

President Kagame would later reveal that the move had nothing to do with construction works but was political. Kigali has since accused Uganda of among other things illegally incarcerating and deporting her citizens.

The country blocked their nationals from crossing to Uganda including school going individuals.

Uganda dismissed and continues to refute the claims on grounds that they followed judicial process to deport some of the Rwandan citizens who are engaged in criminal acts intended to compromise Uganda’s national security.
