On more than five different occasions I have been asked by one person on who is a FOCAL POINT within the RPF system. To the person who has been asking me this question through inbox messages, I didn’t reply to this question not out of disrespect, but on the connotation of words to be used while explaining their roles, selection criteria and who are they answerable. On answering this simple question, I have to use ethnical labels which define the Rwandan society and Greatlakes region as a whole.
To understand the RPF’s modus operandi is like reading Voltaire’s work in political discourse. It is about contradictory, dirty and maligned intrigues of the highest order. The downright plan is about survival, sustaining power through close observation of the masses and the brutal clashing of any dissenting noise makers. When you try to discernment the working of the RPF, it is like watching theatrical play “La Dame en noir” in old Prague. Along river Vltava which divides New Prague from Old Prague, Dracula markings are drawn on the seats which are along the river banking of this beautiful city. The Dracula wordings of blood, betrayal, love, murder and vampirism; best describe the RPF.
Then, who is a focal point within the RPF? These are individuals who represent the RPF in the five regions of Rwanda i.e north, south, east, west and central. In number, they are five, not elected, but directly pointed by Kagame himself through his puppet – the secretary general of the RPF, Ngarambe Francois. These are exclusive Tutsi appointments, not any regular Tutsi. Those Tutsis with Hutu looking features are also excluded; you must have a Kagame look of facial malnutrition and be a Mwega. The criteria that Kagame used while appointing Francois Ngarambe as the secretary general of the RPF, are the same criteria which he applies while appointing these RPF focal points.
Their salaries and benefits matches that of Rwandan ministers, from the paying of rent for their mansions in there deployed regions; to health care, school fees for their children, free access to different vehicles at their wish And unlimited fuel. These RPF focal point personalities have huge yearly operation budgets, in political year like this, where their criminal boss is conducting a sham election, their operation funds reaches or surpasses the figure mark of 150 million Rwandan francs.
For example, during the 2010 comedy presidential elections, each focal point was allocated 150 thousand dollars with the exceptional of the central regional personnel who was allocated a higher figure because the capital – Kigali was under his jurisdiction. As we all know, the RPF forcefully subscribes all civil servants, business community and other stake holders into paying to her coffers for the sole purpose of raising funds for these types of dubious operations.
Within their specific regions, an RPF focal point officer will work hand in hand with RDF’s regional – division commander, Police’s regional commander, regional governors, RDF’s division Intelligence officer, the region’s head of National Security Services and all elected RPF district chairs within that region. There main role is that of observation and listening. They are not involved in any supervision, because supervision requires leadership or central involvement. They never give speeches; they will appear in different functions but seat at the back while observing everything. They have no specific offices neither do they visit regional RPF offices, there meetings are booked around restaurants, hotels, tea rooms/shops or any secretive joint. The comfort of their home becomes a place where they write and compile their reports. They are instructed to keep a low profile while control, lead and guide their specific regions from the shadows. They are the unseen presidents in their respective regions.
During those sham local elections that happen in Rwanda every five years, it’s the RPF focal point personnel who identifies who is to win or not. They identify which deranged idiot in their specific region befits the role of being parachuted as a Member of Parliament or senate. 2013 local election was a testimony on the numbers of distilled idiots who were
parachuted on Rwanda’s ineffectual parliament. Characters like Eduard Bamporiki are a product of Southern base focal region personnel.
Recently we have been seeing different local leaders’ i.e mayors and district chief executes resigning, all these forceful resignations can’t happen without the rubber stamp of regional focal point personnel. On all occasions, the local government minister – Francis Kaboneka is always acting on reports forwarded to his office by these focal point personnel through the RPF bureau. The junta being the appointing person, they have his unlimited access, thus, making them semi gods in their own capacity. When the minister of local government goes around stripping humanity out of those sorry looking local leaders, I always avoid criticising Francis Kaboneka because the deluded man has limited power on what is happening around him. My only criticism being on his presentation, God, the man is a decontaminated ignorant.
