Habyarimana supplied weaponry that helped Museveni win the war against Obote. Obote was sending several tutsi refugees back to Rwanda. Habyara wanted them to stay in Uganda because Rwanda, as a glass, was “half-full”. So, Museveni promised to keep tutsis in Uganda if he does win the war thanks to Habyarimana’s help.
QUESTIONS:
1. Did the Banyarwanda actually cross the border into Rwanda under Obote? In what proportions? How long did they stay in Rwanda before being sent back to Uganda? Had their refugee camps been destroyed?
2. Why did Museveni renege on his promise to Habyarimana to keep tutsi refugees inside Uganda? Why did Museveni not help negotiate a peace deal so that the Banyarwanda can go back home peacefully? Has Museveni even tried after he got into power?
3. Having been disappointed by Museveni, was Habyara too naive to negotiate with Museveni’s men and women in uniform disguised as RPF? Why would Habyara expect RPF to honor any agreement?
Museveni used Habyarimana to win a war, then murdered him. Kagame has inherited Museveni’s culture of using other people for personal gains, then throwing them in the trash when he no longer needs them. Look at all extrajudicial killings by Kagame’s regime, the jailing, the firings.
Who will inherit this evil culture from Kagame? How can we prevent him from passing the baton? Will trust ever be restored among the Rwandan people? What can we do to make it happen?
