Jean Léonard Teganya is accused of violating human rights under the Crimes Against Humanity and War Crimes Act for his role in the Rwandan genocide. Canadian officials have been seeking to deport Teganya, who was arrested Wednesday by U.S. Border Patrol near the Maine-N.B. border.
