Slap on wrist likely for Rwanda, as world needs its soldiers

AN UNSOLVED murder in Sandton and a rebellion in the eastern Democratic Republic of Congo have put Rwanda’s government in the doghouse, but urgent international demand for the tiny country’s well-trained soldiers will probably prevent any dramatic penalties.
