After the arrest and brief detention of Professor Leopold Munyakazi on February 2, 2009, the U.S. Department of Homeland Security decided, the next day on February 3, 2009, to conduct an investigation of him in his native Rwanda. This was after his application for asylum and withholding of removal – which had been pending for five years- was denied on January 30, 2009 and following an Interpol Red Notice for Genocide, War Crimes and Crimes against Humanity mentioned in the last post as the international arrest warrant. operation was launched during the second half of June 2009 when three ICE (Immigration and Customs Enforcement) special agents were sent to Rwanda: Gregory Fulton, Chris Cappannelli and Jason Hyman.
