Believing he faces imminent defeat Uganda’s dictator of 30 years Gen. Yoweri Museveni wants to declare Martial Law so he can cancel Thursday’s General Election.
Elements of the military were already prepared as yesterday’s quick deployment in Kampala showed.
But things didn’t go as planned Monday.
The chaos and anarchic conditions Gen. Museveni had hoped to provoke with the arrest — twice — of Dr. Kizza Besigye the Forum for Democratic Change (FDC) candidate and frontrunner in presidential election didn’t occur.
Even though there were angry protests, Dr. Besigye and opposition party officials urged supporters to remain calm and not to fall into Gen. Museveni’s cynical obvious “trap.”
The dictator would prefer triggering a military coup by his associates to election defeat.
The plan was also to arrest presidential candidate and former prime minister Amama Mbabazi.
Pro-democracy supporters remained determined, resolute and disciplined on Monday. There were no burning of buildings and looting –only Museveni posters were burned by students at Makerere University.
Ugandans know all they need do is vote on Thursday to end a regime of murder, embezzlement, tyranny and wars of aggression against neighboring countries.
These will be the longest 48 hours in Uganda’s history.
The whole world is watching including the EU and Commonwealth observer teams — EU delegation members met with Dr. Besigye today.
The U.S. and U.K., countries that have been instrumental in financially and militarily sustaining the Museveni government for decades have recently made statements critical of regime election violence and are also watching.
To be sure Gen. Museveni must still have some tricks up his military sleeves.
Some Western officials have privately urged top Uganda military commanders to observe the rule of law. They must reject any Museveni scheme to derail the electoral process. They could stop taking his calls.
In making the most important decision in their lives hopefully senior Ugandan political and military officials will choose Uganda and its 39 million people over one dictator.
They must not stand in the way of elections.
They must also reject any role in rigging the vote.
