In the neigbouring Rwanda, almost no single day goes without Rwandan government propaganda news outlets writing to blackmail Ugandan President, government officials and Ugandan citizens all which that state perceives to be stumbling block in its efforts to cause anarchy in Uganda un-hindred.
The Ugandan victims of Rwandan government sponsored blackmail include President Museveni who has been called all sorts of names by Rwandan trolls, Head of Military Intelligence Brig Gen Abel Kanduho, ISO chief Col Kaka Bagyenda, OWC chief Coordinator Gen Salim Saleh, Minister for regional cooperation Dr Philemon Mateeke, journalists and other Ugandans of Rwandan origin.
In fact Rwandan government demanded among its demands before opening border that the above government officials be replaced from their jobs probably because those patriotic Ugandans have made it difficult for Rwandan security agents to come kidnap, kill and illegally repatriate refugees, asylum seekers at leisure without being questioned.
Most of Rwandan victims of hate and blackmail especially individuals are those that accuse Kigali regime for jailing its opponents, kidnapping them from abroad and killing them. Most governments which have stood up to stop these heinous actions by Kigali regime agents to go kill and destroy freely have not been spared too as they are accused of being genocide supporters and supporters of so called “terrorists” ie all members of the Rwandan opposition as they usually named for challenging the status quo.
Today, we look at Dr Philemon Mateeke the Ugandan foreign minister in-charge of regional cooperation who has not been spared.
He has been termed as genocide supporter against Tutsi in Rwanda even when credible statistics indicate that the Hutu tribe was the majority victims of the Rwandan genocide, he has been called commander of FDLR rebel group , Rudi Runama and its financier even when they cant table a single evidence other than presenting fake witnesses of state sponsored attacks on civilians which are stage managed in order to frame regime opponents.
According to a source within Rwandan ruling family, the issues of Dr Mateeke is a strict order from the Urugwiro village to all state linked media outlets to character assassinate him and destroy his credibility in handling Uganda’s foreign relations regionally.
It is indicated that the Rwandan President Paul Kagame accuses Dr Mateeke of providing incriminating evidence against him in the United Nations Group of experts report on the role of Rwanda in supporting the former M23 rebels which were fighting Joseph Kabila government.
It is further reported that Kagame speculates that Mateeke could have met with UN investigators in Kisoro to furnish them with information about Rwanda’s role in arming and financing the M23 rebels.
According to the UN team of experts, Military officers from Rwanda were fueling violence in eastern Congo.
The M23 recruited fighters from Rwanda with the aid of sympathetic Rwandan military officers, the U.N. Group of Experts said in its interim report to the Security Council’s Congo sanctions committee in 2013.
They said former M23 members reported that Rwandan army officers or their representatives would cross the border into Chanzu or Rumangabo in eastern Congo to meet with rebel leader Sultan Makenga.
The report said 14 former M23 soldiers told the Group of Experts that Rwandans who deserted M23 and tried to go home to Rwanda were “forcibly returned to M23” by Rwandan army officers.
“Three former M23 officers, a former M23 cadre, and several local authorities told the Group that from March through May 2013, they had witnessed M23 Colonels Kaina and Yusuf Mboneza with RDF officers at the border of Kabuhanga,” it said.
The experts also accused Rwanda’s former defense minister Mr James Kabarebe of commanding the M23 rebellion, which it said was being armed by Rwanda.
The report said there was no signs of Ugandan government support for M23 but noted that limited recruitment activities by the M23 continued on Ugandan territory. It added that Ugandan officials had thwarted several attempts at M23 recruitment.
The United States was the first to warn Rwanda to end support for M23 rebels in neighboring Democratic Republic of Congo, saying it had evidence that Rwandan military officials were involved.
Most of this information was obtained from civilian collaborators most especially border communities like in Bunagana in Kisoro and thus Kagame believes without verifying claims that Dr Mateeke a very influencial figure in Kisoro district could have been one of the respondents for the group of experts.
