General Yoweri Kaguta Museveni President of the republic of Uganda and commander in chief, thank you very much for the decision to replace Kaka Bagyenda at ISO as the Director General.
Kaka became a liability to the Ugandan government long ago, this became evident when he (Kaka) allowed his boys to commission crime, forge security and intelligence reports to their benefit, they did this with full support and supervision of Kaka.
Kaka employed his sons at ISO as the official assistants drawing allowances and taking on tasks, to make matters worse Kaka diverted from ISO responsibilities as per Uganda laws to perform tasks of police, such incompetence is of the highest order.
Kaka and his boys illegally arrested Ugandans keeping them way beyond the legally acceptable period, people were locked up for years and never presented to courts, this is not what the NRM government wants. In the first place ISO has no such mandate to handle criminal or civil matters.
Kaka commissioned his own detection centres just like Kayihura did allowing his boys to abuse the rights of Uganda. Kaka made no effort to work with other agencies.
During Kaka’s regime extortion was the song, Ugandans were arrested, held until they paid money to kaka and his family used.
Kaka at some point used his boys to author fake security claims of a rebel group in order to justify more funds for operations.
Firing Kaka is a good thing for Uganda’s security and intelligence and the president must be thanked for making the right decision.
The President should now ensure that such a group operating in ISO is arrested and punished for not following the law while executing their duties as required.
